Proffer
A public board of bids, RFPs and RFQs with numbered addenda emailed to every registered vendor, and awards kept on the board.
For town, county and school-district purchasing staff.
Proffer does not take bids; they come in the way your rules say.

Inside Proffer
Post a solicitation
number, type, title, description, due time, questions deadline, where bids are opened, contact and documents. Post refuses, naming every reason, until it is complete and every document link says what it is.
Addenda
numbered in order by the plugin and emailed to every registered vendor. Inside your late window (72 hours by default) an addendum must move the due time. The screen shows which addenda each vendor was sent.
Vendors
register on the public page with name, company and email - not a bid, and not shown publicly.
Close it
an award after the due time with who, how much and when, or a cancellation with the reason. Both stay on the board.
The board
[proffer] - open, closed, awarded and cancelled, as tables with captions, and a page for each solicitation.

More for government & schools

Daylight
A public records request portal inside your own site: tracking numbers, your state's response clock, extensions with reasons, denials with exemptions, and a public log that never names who asked.

Docketline
Meeting agendas, packets and minutes posted as accessible web pages, not only PDFs - and no meeting published until everything on it can be read by a screen reader.

Evenhand
The Title IX notice your website must show - coordinator contact details and the nondiscrimination statement - checked against 34 CFR 106.8 before it is published, with history and reminders.
